According to the NHS (Guy's and St Thomas'), if the man you're talking about (your partner?) was able to have sex before he had the catheter inserted- he should still be able to have sex with one in place.

It says you can leave the catheter in place- it is advised once he has an erection that he folds the catheter under the penis and covers both his penis and the catheter with a condom.

The advice states that lubricating jelly will not harm the catheter but it is essential that he cleans around his catheter after sex to reduce the risk of infection.

If he experiences any pain or discomfort- it's important that he contacts a medical professional to discuss why this might be happening. It is certainly worth discussing this with his doctor first to be sure that it is recommended for him right now, as all cases are individual.
