Politicians in the city of Yamato will vote on new legislation that will outlaw staring at a device when walking.

If the bill is passed, it would become the first such ban in Japan, although under the current plans, officials have insisted there will be no punishment for those who unable to tear themselves away from their phones.

Posters and message will inform the city's population of the rule, which will come into effect next month if the legislation is passed.
